Hi again, I did something wrong when marking suggested answer, and do not kvow how to correct. The answer is to install SharePoint Designer 2013. After that is is not possible to open up SPD frpm the site, as sharepoint do not recognise SPD 2013, but if you open SDP 2013 at least it is possible to create workflows again.
