Generally, such as exe and xml extension file will be filtered. I can think of several ways that may work for you:
1. Rename the file extension from .xml to something else (.xm or .xml1 for example). This would be the easiest if it works.
2. Encrypt the file.
3. You may be able to change the policies for OWA (Outlook Web Access). But it is not recommended to do that because the security of your email and your system is a primary concern.
