With this issue, to narrow down the problem, I suggest you do the following steps:
1. I suggest you update the PowerShell to the latest version (PowerShell 2.0). You can refer to this link: help.outlook.com/.../cc952756.aspx
2. Go to Control Panel > System and Security > Windows Update > Check for updates to update your computer with the latest package.
3. Perform a clean boot, and then start Windows PowerShell to see if the same issue occurs.
