Thanks for the super quick response.
I am I correct that we could give him a kiosk account (basic and cheap). Assigned that account as an administrator then run a powershell to enable him to see all mailboxes?
After that I (presume) he can setup this account in is outlook off site and outside of 365 to view all mailboxes?
