Based on my research, generally, to export emails from Apple Mail and Postbox, we just can save as the emails.
As you mentioned it, .pst files are exported from Outlook client. To POP3 user, if they don't select to keep databases on the server, the databases just stay with the client.
In terms of the situation, did you mean that users must keep the exact folder structure?
