Limited Admin Access with P1 Plan

I am trying to provide another individual in my office limited Admin access to Billing from a domain with a P1 plan on which I am the primary administrator. I tried following instructions I found for this, but when I click on 'Yes' in the make administrator settings, there is no option to choose the various restrictions.

Can someone help me determine how to do this?
