Using Sharepoint Designer to edit Public-Facing site

There seems to be some confusion on this subject. There are several sources, including this KB article

that claim "Editing the Public Website by using SharePoint Designer is not supported in Office 365"

However, several forum posts such as http://community.office365.com/en-us/forums/153/p/56562/205352.aspx#205352 claim that you CAN edit with Sharepoint Designer.

Can you edit the public facing website using Sharepoint Designer? I need to correct some minor things in the code that I simply cannot correct using the limited functions of the web-based site builder. 

Is there any way to upload webpages to O365?
